The law sets strict steps and dates before any disposal. The county must send an appraisal of the Glen Helen land by July 1, 2026; a replacement‑site plan by January 1, 2027; and an appraisal of the replacement by July 1, 2027. By January 1, 2028, it must provide preliminary title reports, an environmental site assessment, a hazards attestation, a feasibility study, and lists of liens and permitted exceptions. By July 1, 2028, before disposal, it must provide final title reports and agreed exceptions; and before acquiring the replacement, a report showing which hazards were fixed and which remain. If the county has not acquired Department‑approved replacement land by January 1, 2029, this authority becomes inoperative on that date.
The law lets San Bernardino County dispose of up to 4.2 acres at Glen Helen Regional Park. It can do this only after the county gets Department‑approved replacement parkland of equal or higher recreational value and fair market value, at no cost to the state or the county. The replacement must be the same size or larger, have similar open space and facilities of the same type and number, and be accessible to the same general population; it does not have to include housing. The county must buy the replacement before or at the same time as the disposal, and the land must be used for park purposes under state grant rules. Before disposal, the county and the Department sign a final agreement that moves all grant duties from Glen Helen to the replacement land forever.
