Big cities must adopt electrification plans

Beginning Jan 1, 2027, larger cities and counties must adopt an electrification plan by Jan 1, 2030. They can make a new plan or fold it into the next general plan. If they already have a qualifying plan or general plan parts, they can use those. This rule applies to all cities, including charter cities. These plans count as regional plans under CEQA for environmental review.

More EV charging in streets and lots

Beginning Jan 1, 2027, local plans must map ways to expand EV charging and other zero-emission fueling. Plans must grow charging in residential, retail, and commercial parking and on public streets. They consider public charging corridors and remove local barriers so residents, visitors, and businesses can charge. Plans also spot where truck and bus fleets need charging or fueling.

Prioritize low-income households and small businesses

Beginning Jan 1, 2027, local plans must prioritize disadvantaged communities, low-income households, and small businesses. Plans include policies and steps for fair, targeted investments in zero-emission technology that directly help these groups.

Plan more local solar and grid upgrades

Beginning Jan 1, 2027, local plans identify ways to add rooftop and community solar, microgrids, and batteries. The goal is more clean local power and better reliability during outages. Plans also point out where the grid needs upgrades to support vehicle and building electrification. Cities and counties coordinate with their utilities and other power providers.

Plan building electrification with owner protections

Beginning Jan 1, 2027, local plans include strategies to electrify new and existing buildings. Plans consider incentives and subsidies for property owners and low-income households and remove barriers to switching. The law does not let plans require building-code or material mandates that higher laws forbid. In this law, decarbonization does not include building-code or building-material requirements.
