The law lets livestock owners compost carcasses from routine natural deaths or on‑farm slaughter done under state rules. This permission applies even if past state solid‑waste rules banned it. It does not cover animals euthanized with barbiturates, deaths from reportable diseases, or deaths in quarantined places.
You must follow state best management practices that protect groundwater, public health, and the food supply. Total composting material onsite, including carcasses, is capped at 100 cubic yards at any time. All materials must come from agricultural land you own or lease. Composting must be on land you own or lease; if not at the death site, it must be in the same or an adjacent county and transport must follow state and local laws. After curing, spread the compost only on your own agricultural land and follow the BMPs. Within 30 days of starting, notify the local enforcement agency and the regional water board and include the site location and your contact information.
