Less income counted for CalFresh and CalWORKs

Scholarships, grants, loans, and fellowships for college do not count as income for CalWORKs cash aid or CalFresh. For CalWORKs, these funds also do not count as assets for 12 months after you get them. This exclusion does not cover direct cash from friends or relatives. The department also excludes from CalFresh the same income types it already leaves out for TANF cash aid and certain Medi‑Cal families, as federal rules allow. The Department of Social Services must instruct counties by March 1, 2026, and those instructions apply until regulations are adopted.

Funding limits and local reimbursement

The state cannot use the appropriation in section 15200 to implement this law. If the Commission on State Mandates finds state‑mandated costs, the state reimburses local agencies and school districts under existing rules.
