When the State Board next updates the seal rules, the criteria must require understanding of how to preserve democracy. This includes the free press, free access to libraries, compulsory education, and the federalist system. The Superintendent must limit recommendations to content not already in the current criteria.
The law establishes a State Seal of Civic Engagement for students who show strong civics learning and participation. The Superintendent must recommend criteria by January 1, 2020, using the Six Proven Practices and other best practices. The Superintendent consults diverse, current secondary history-social science teachers. The criteria require understanding of the U.S. and California Constitutions and our democratic system. The Superintendent may include finishing history, government, or civics courses and voluntary community service or activities. The rules must be open to all, not rely mainly on grades, and help after high school. The State Board must adopt, reject, or modify the criteria by January 31, 2021.
School districts can choose whether to run the State Seal of Civic Engagement program. If your district does not offer it, your student cannot earn the seal through that district. If your district offers it, your student may be able to earn it.
