The law lets the California Highway Patrol Commissioner make and enforce rules for the emergency vehicle permit system statewide. Breaking any of those rules is a misdemeanor; standard state misdemeanor penalties apply. This clarifies procedures and standards for applicants, but also raises enforcement stakes for noncompliance.
The law lets the California Highway Patrol issue emergency vehicle permits only to listed vehicle types and only for real emergency use. Eligible examples include police and sheriff vehicles, fire and rescue equipment, public utility repair trucks, railroad police units, air‑pollution enforcement vehicles, licensed private ambulances, and hazmat team vehicles. It adds a new group: city or county office of emergency services vehicles, but only while a public employee uses the vehicle to respond to a disaster like a fire, flood, earthquake, tsunami, or hazardous materials spill. Some private or operator vehicles qualify only in narrow cases, such as when no public vehicle is furnished or when non‑ambulance units only carry medical supplies or staff to a scene and show a 2.5‑inch side sign with the operator’s name. Permits apply only when vehicles are used to answer emergency calls, protect life or property, or catch law violators.
