The Department of Alcoholic Beverage Control may issue up to 10 new on-sale general licenses for restaurants in Colusa County. People who hold a valid seasonal on-sale general license may apply. These licenses cannot be moved to another county or to a site that does not qualify. You also cannot sell or transfer one for more than the original fee you paid. The department may label them “on-sale general for special use,” but this label does not change the rights or limits.
Beer manufacturers may give up to 5 cases of advertising glassware per on-sale location each calendar year. They must deliver it themselves, and it cannot be tied to purchases. On-sale retailers may accept up to 10 cases per location each year for use at that site, and may not sell, give away, or return it for cash or credit. Beer wholesalers cannot pay for glassware or shipping, or deliver, stock, or store it. Manufacturers must file delivery records with the department within 30 days and keep records for 3 years. On-sale retailers must keep glassware records for 3 years at the premises and show them when asked. These permissions and rules end on January 1, 2029.
