Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Pet rescue info online and by phone

Your city or county must post who to contact about pet evacuations on its website. It must post resources to help you find rescued pets, with a rescued-animals list linked from the home page. It must share this information through more than one channel, like web, phone, and in-person notices.

State reimbursement for local mandate costs

If the Commission on State Mandates determines this law creates state‑mandated costs, the state reimburses local agencies and school districts under Government Code Section 17500 and following.

30-day hold and rescue options for pets

A pet rescued from an evacuation area cannot be adopted, transferred away, or euthanized for at least 30 days. This hold does not apply if the pet is irremediably suffering or the owner surrendered the pet. During the 30 days, the agency may move the pet to an in-state partner if it keeps records of the pet’s location. If a rescue commits in advance and takes the pet after 30 days, the pet cannot be euthanized.

Pet rescue plans and reentry rules

When your city or county next updates its emergency plan, it must add pet rescue procedures and name a pet-evacuation contact. The plan sets when and how rescues happen, and rescues need incident commander approval. Rescues focus on pets whose owners are believed to be alive. You do not have an automatic right to reenter an evacuation zone. The city or county may require you or your representative to sign a liability waiver before an approved return.
