Water board seats based on property value

Each member public agency gets one representative, plus one more for every full 5% of the district’s taxable assessed property that lies in that agency. When the board votes, each of that agency’s representatives who are present casts an equal share of the agency’s total vote. No agency can have fewer representatives than it had on January 1, 2019. This floor does not change other seat limits already in law. Beginning January 1, 2030, the same rules operate under a new section, and the temporary section ends that day.

Proxy votes for one-rep water agencies

An agency with only one representative can assign a proxy vote to a representative from another member agency when its representative cannot attend a board meeting. The proxy must be in writing as the district requires and filed with the board secretary one business day before the meeting. It works only for the named board meeting(s), not committee meetings, and for no more than six board meetings per calendar year. The proxy cannot act as an officer for that agency. All conflict-of-interest rules apply. This proxy rule is in effect now and ends on January 1, 2030.
