Help to join and attend meetings

The council holds at least four public meetings each year with access across the state. If the Budget Act provides money, meetings include language interpretation so more people can take part. If funded, parent and provider members can be reimbursed for travel, childcare stipends, lost wages, and substitute costs to attend.

Parents and providers get a voice

The law requires two standing committees: one for parents and one for the early childhood workforce. Each committee has nine members split among the Governor, the Speaker, and the Senate Rules Committee. The Governor names each committee chair. The parent committee advises on equity, access, family engagement, welcoming care, and partnerships. The workforce committee gives ongoing advice on all parts of early childhood education, including providers across settings.

State council guides early learning

The law creates the California Early Childhood Policy Council to advise on early learning and care. It helps plan, carry out, and review the state’s Master Plan and related reports. The council must meet federal duties under 42 U.S.C. 9837b and issue a public annual report to the Legislature. It also develops policy and budget proposals on facilities, workforce, and family access. The California Health and Human Services Agency staffs the council, and up to $300,000 of appropriated funds may pay for staff.

Who serves on the childcare council

The council has 27 members. The Governor appoints 14 and the chair; the Speaker appoints 4; the Senate Rules Committee appoints 4; the Superintendent appoints 1; the parent and workforce committees each add 2. Members must reflect the state’s racial, language, and geographic diversity and include communities facing barriers. Members may serve no longer than six years.
