The law speeds construction of the state veterans cemetery at Gypsum Canyon in Orange County by exempting needed work and approvals from California Environmental Quality Act (CEQA) review. It applies only if the cemetery is a less intensive land use than the project studied in the 2005 certified EIR, and the 2020 addendum analyzed the cemetery’s impacts. A local agency decides whether a given activity qualifies. The exemption ends January 1, 2030. This urgency law takes effect immediately.
