The law sets California’s congressional districts using census tracts and blocks. It assigns residents to districts across the state, including areas in Butte, Glenn, Lassen, Plumas, Sierra, Tehama (CD 01); Del Norte, Humboldt, Marin, Modoc, Shasta, Siskiyou, Trinity (CD 02); Nevada and parts of El Dorado (CD 03); Colusa, Napa, Sutter, Yuba and parts of Lake and Placer (CD 04); Alpine, Amador, Calaveras, Inyo, Mariposa, Mono, Tuolumne and parts of El Dorado and Fresno (CD 05). It also covers Solano and parts of Contra Costa (CD 08); parts of Contra Costa (CD 09); parts of Alameda (CD 10); parts of Fresno (CD 22); Santa Barbara and parts of San Luis Obispo (CD 24); Imperial, listed tracts in Riverside, and parts of Ventura (CD 25); listed tracts in Los Angeles (CDs 26, 35, 36, 37, 38); listed tracts in Riverside (CD 39); and listed tracts in Orange (CD 40). Election officials use these boundaries to assign voters and run federal elections. This changes who represents you in Congress but does not change taxes or benefits.
The law becomes operative only if voters approve Assembly Constitutional Amendment 8. It is an urgency statute, so once that approval occurs, the map applies right away. The map stays in place until the Citizens Redistricting Commission certifies a new map. When the Commission certifies a new map, this chapter is repealed.
