The Commission issues a preliminary California credential if you hold a valid out‑of‑state school counseling, school psychology, or school social work credential. You must have a bachelor's degree from a regionally accredited college and pass the required criminal background check. The preliminary credential is valid for two years. Your local school employer can renew it once for up to two more years if you show satisfactory progress under its rules. For these rules, a local educational agency means a school district, a county office of education, or a charter school.
To earn a pupil personnel services credential, you must have a bachelor's degree or higher from a regionally accredited school, complete a fifth year, and finish Commission‑required preparation. That preparation must be a Commission‑approved supervised field experience with direct classroom contact that is jointly sponsored by a school district and a college or university, or a program the Commission approves under the local‑agency partnership route. Local education agencies can offer training programs the Commission approves if they meet its quality standards; for counseling, psychology, and social work, the LEA must partner with a regionally accredited college. If you are already in a previously approved program when new regulations take effect, you can finish under the old rules for two years.
