Required finance training for school boards and charters

The law requires regular members of school district and county boards, charter school boards, and charter management nonprofits to take training on K–12 school finance laws. If you were in office on April 1, 2027, you must finish by April 1, 2028, unless your term ends before April 1, 2028. If you start on or after April 1, 2027, you must finish within one year of your first day. You are encouraged to start before your first board meeting. If you trained in an initial term and keep serving without a break, you are treated as already compliant. If you completed the CSBA Masters in Governance and give proof to your agency, you are exempt.

State course, approved trainers, and fees

The state’s Fiscal Crisis and Management Assistance Team (FCMAT) and the California Department of Education must create and post a school finance course by October 1, 2026. They take expert and public input and update it as laws change. All training providers must use this state curriculum. Training can be given by LEA staff or qualified counsel, experienced support entities, FCMAT, a statewide nonprofit of school officials, or approved self‑study with a test. You may take it at home, in person, or online. Each course cannot be longer than four hours. FCMAT may charge your district or charter a fee. If the Commission on State Mandates finds state‑mandated costs, local agencies can seek reimbursement under state law.

Training proof, records, and yearly notice

Training providers must give each participant proof of completion. Each local educational agency must tell its officials at least once a year about available training. LEAs must keep records of when each official trained and who provided it for at least five years. These records are public under the California Public Records Act.
