The district must consult the U.S. Navy, Marine Corps, and Coast Guard on permits, rules, and plans that could affect their missions. After those talks, the board designates one member as liaison to these services. The liaison reports to the board as needed on issues and solutions.
The law sets an 11-member air district board: two county supervisors; one from the City of San Diego; five city-selected members, one per supervisorial district, with no city holding more than two of those seats; and three public experts (health, environmental justice, and science). All members must live in the district and show proven skill and interest in air pollution control. Terms are four years. At the first 2029 meeting, a random drawing makes two city-selected and two public seats two-year terms to stagger seats. Appointers may name a qualified alternate who can vote and be paid when filling in. Vacancies and removals follow the same process as the original appointment.
Members can be paid up to $200 per day and up to $2,000 per month for meetings or approved district work. They also get actual, necessary expenses. Any raise above $100 per day or $1,000 per month must be approved at an open regular meeting. Raises are limited to the greater of 5% per year from the last change or, starting January 1, 2025, up to 10% per year tied to the California Consumer Price Index. The board cannot set automatic future increases.
