Talent agents and supervisors must report abuse

If you work as a talent agent, manager, or coach and serve minors, you are a mandated reporter. You must report suspected child abuse or neglect you learn about in your professional duties. Adults who directly supervise minors at work are also mandated reporters of sexual abuse in covered workplaces. This law adds these duties under California’s child abuse reporting rules.

Training required for workplaces, schools, and childcare

Employers covered by the listed categories must give mandated-reporter training to their employees. They can use the state’s online course from the Office of Child Abuse Prevention. Public school districts, county offices, state special schools, and charter schools train staff every year; private schools must do the same starting July 1, 2026. Childcare license applicants must complete the training to be licensed. Childcare administrators and employees must train in their first 90 days and renew every two years.

Volunteers usually not mandated reporters

Volunteers who work with children are generally not mandated reporters, unless a listed exception applies. The law encourages these volunteers to get training and to report suspected abuse. For certain school rules, a volunteer means a person over 18 who interacts with students outside a parent’s or a school employee’s immediate supervision.

Which text applies depends on other bills

Some sections only take effect based on whether SB 402 and SB 848 also become law by January 1, 2026 and the order they are enacted. These rules decide which version of the mandated-reporter list is operative; they do not change duties by themselves.
