New council coordinates California-Mexico border issues

The law creates the California-Mexico Border Relations Council to coordinate state work on border issues. Eight top state officials are voting members: business and economic development, natural resources, environmental protection, health and human services, transportation, food and agriculture, business/consumer services and housing, and emergency services. The U.S. EPA Region 9 may send a staff representative as a nonvoting member. The Assembly Speaker and Senate leader may each add one border-district lawmaker as nonvoting members; they serve at the pleasure of those leaders and may only participate when it does not conflict with legislative duties. The Secretary for Environmental Protection chairs the council. The law provides no new funding.
