The law creates the South County Higher Education Planning Task Force to study a mixed-use, intersegmental college center in Chula Vista. Members include appointees from San Diego State (CSU), UC San Diego, Southwestern College, the City of Chula Vista, the Sweetwater Union High School District, one public member named by the City, and one appointee each from the Assembly Speaker and the Senate President pro Tempore. All members live, work, or have a stake in South County, and the chair is chosen by majority vote. The group meets by July 1, 2026, follows the Bagley-Keene Open Meeting Act, and does public engagement. It studies governance models, sites and infrastructure, funding and partnerships, and needed statutory changes. It sends findings and recommendations to legislative policy and fiscal committees by July 1, 2027. It may request information from state and local education agencies and systems. The task force ends January 1, 2031. If state-mandated local costs are found, the state reimburses local agencies and school districts under the normal claims process.
