If your child starts kindergarten (including transitional kindergarten) or first grade and did not attend public kindergarten, you must show proof of an oral health assessment by May 31. The exam must be within the past 12 months, and it is only required once during a two‑year kindergarten program. You can be excused by form for undue financial burden, lack of access to a dentist, or if you do not consent. Schools must send a letter with steps, why oral health matters, a Medi‑Cal toll‑free number, and county health contacts, and use a standard state form with assessment, excusal, and event opt‑out/treatment consent sections. Districts and counties may host free schoolsite assessments, use alternative ways to contact caregivers of homeless pupils, keep and share aggregate data for research, and the state oral health office reviews the program; any budgeted funds first reimburse schools for state‑mandated costs.
Schools can sign agreements with nonprofits to give noninvasive eye exams at school to provide eyeglasses, in addition to routine screenings. Parents get notice and can opt out with a form; a prior written statement under the physical exam law counts in most cases. Providers must pass fingerprint and background checks and follow school rules; the law defines who qualifies as a local educational agency and as a nonprofit mobile provider. Licensed providers and participating schools have civil and criminal immunity for authorized services, except for gross negligence or unauthorized acts. For homeless pupils, schools should use other ways than mail to reach caregivers about exam results when possible.
School districts must set a written policy on what student directory items they release and to whom. They must tell parents each year and honor parent opt-outs. Districts cannot share directory data with for‑profit companies, except employers, prospective employers, and the news media. Districts may share names and addresses of 12th graders or recent withdrawers with qualifying private colleges unless a parent opts out; misuse brings a misdemeanor fine up to $2,500 and a two‑year loss of access. For pupils experiencing homelessness, directory information cannot be released without written consent, except a narrow share to arrange school eye exams or free school oral health checks when no written refusal is on file.
