Faster land buys for three parks

The Department of Parks and Recreation can buy land for Big Basin Redwoods, Año Nuevo, and Butano State Parks without State Public Works Board approval until January 1, 2033. For these buys, the price cannot be above fair market value. A licensed appraiser must set the value, and the Department of General Services must approve the appraisal and all contracts. The appraisal happens before talks start, and the public gets notice and a meeting.

More public notice for park land buys

Starting January 1, 2033, the department must hold a county public meeting for any park land purchase over $5 million and publish the meeting notice at least twice in a local paper. At least 90 days before buying, it must send written notice to the city or county and key legislators, and explain possible impacts on park and recreation access. For purchases of $500,000 to $5 million, local officials or legislators can request a meeting within 30 days of notice. For certain park acquisitions, the department must also hold a meeting at least 30 days before escrow closes, post the notice online, and notify adjacent owners at least 10 days before. It must try to reach owners displaced by the 2020 CZU Lightning Complex Fire. Parcels fully surrounded by state land are exempt from the 30- and 10-day notices. Gifts and bequests are exempt from these meeting rules. The department must report to the Legislature by January 1, 2028 and every even-numbered year after on use of this authority.

Some rules depend on another law

Certain sections of this law take effect only if three things happen by January 1, 2026: this law and Senate Bill 630 are both enacted and effective, both change the same code section, and this law is enacted after SB 630. If all three occur, the alternate sections in this law will operate and the earlier versions will not.
