3 provisions identified: 2 benefits, 0 costs, 1 mixed.
You can donate to the California Pediatric Cancer Research Fund on your original tax return. Give whole-dollar amounts; each spouse on a joint return can give. Your choice is final and must come from a refund or overpayment; with no refund, it is ignored. If you pick more than one fund and your refund is short, the state splits the money. You can deduct your donation from your California taxable income under state rules. The tax form shows a checkoff space (at least $1) and says the money supports research, screening, and treatment.
The state creates a fund for pediatric cancer research and education. The tax board tells the Controller how much taxpayers designated, and the Controller moves that money into the fund. Money first repays tax agency and Controller costs. The rest goes to the University of California for grants. UC may use up to 5% to run and promote the program, and the law asks UC to post how grants are awarded and admin costs online.
The program lasts up to seven years. It stays operative until January 1 of the seventh calendar year after it first appears on the tax form, and it is repealed on December 1 of that year. By September 1 each year (starting the second year), the Franchise Tax Board estimates total donations. If the estimate is below $250,000, the checkoff stops for tax years starting January 1 of that year, and the law is repealed December 1. Donations made before repeal still get transferred and paid out under the prior rules.
