Joint basinwide groundwater plan submission

A local groundwater agency must send its adopted plan to the Department of Water Resources for review. If a basin has more than one plan, submission waits until the whole basin is covered. Once fully covered, the agencies jointly submit all plans, explain how the plans meet basinwide legal standards, and include their coordination agreement. This sets up coordinated, basinwide review.

Public posting and two-year review

When the department gets a plan, it posts it online and opens 60 days for public comments. The department evaluates each plan within two years after submission and issues an assessment. The assessment can include recommended fixes for problems. This adds a clear timeline and a chance for public input.

Early action and flexible coordination

Agencies may start carrying out their plans before the department finishes its review. After the department issues its assessment, agencies with multiple plans for a basin can change their coordination agreement. This lets local managers act sooner and adjust after state feedback. It also means some actions start before formal state review.
