More crisis hotlines on grades 7–12 IDs

Schools that serve grades 7 to 12 and issue ID cards must print the 988 Suicide and Crisis Lifeline on either side, starting July 1, 2025. These schools have already been required to print the National Domestic Violence Hotline (1-800-799-7233) since October 1, 2020. Starting July 1, 2025, schools may add a QR code that links to the county mental health website. Starting July 1, 2026, public schools must also print The Trevor Project hotline (1-866-488-7386) and the text line (text START to 678-678) on either side of the card.

More safety hotlines on college IDs

Colleges that issue student ID cards must print the National Suicide Prevention Lifeline (1-800-273-8255) on either side, starting July 1, 2019. They may also add the Crisis Text Line (text HOME to 741741), campus police or security, and a local suicide hotline. Starting October 1, 2020, colleges must include either the National Domestic Violence Hotline (1-800-799-7233) or a local 24-hour confidential hotline. Starting July 1, 2026, public colleges must also print The Trevor Project hotline (1-866-488-7386) and text line (text START to 678-678) on either side.

Timing and phase in for student ID rules

This section becomes operative on July 1, 2025. The ID rules apply to cards issued for the first time and to replacement cards. If a school or college had unissued older ID cards without the required info on January 1, 2020, it can keep issuing them until the stock runs out. If a school still has older pupil ID stock on July 1, 2025 that does not meet the new July 1, 2025 pupil ID rule, it may keep issuing those cards until the supply is gone.
