California forms youth sports commission

The law creates a Blue Ribbon Commission on a California Department of Youth Sports or similar agency. It must be set up by July 1, 2026, or within six months after this law starts, whichever is later. The commission includes the State Public Health Officer, 10 members named by the Governor, 3 by the Senate Rules Committee, and 3 by the Assembly Speaker. It is cochaired by the State Public Health Officer (or a designee) and a member the commission chooses. Meetings are public and held at least quarterly, with official records. Members are unpaid but can get reimbursed for necessary travel and other costs.

Statewide study on youth sports system

The commission studies access, safety, coaching certification, equity, funding, and other youth sports issues. It reviews models in other states and countries. The department may hire outside experts, like universities or nonprofits, to do the work. Before finishing, the commission shares the draft with the public and takes feedback. The final report goes to the Governor and Legislature by January 1, 2028, or two years after this law starts, whichever is later.

Funding and 2033 end date for commission

This law starts only when the Legislature funds it or when the department gets enough federal, nonprofit, or private money. The department can also use outside funds to add to a state appropriation. The law creates a Youth Sports Blue Ribbon Commission Fund. Money in the main fund can be spent only after the Legislature approves it. A special subaccount holds federal, nonprofit, or private money that the department can spend without regard to fiscal years. All of these authorities end on January 1, 2033, unless lawmakers extend the law.
