The transit district can impose and manage local fees to run, maintain, and improve transit, if it gets any approvals the law requires. The board can set transit fares by resolution or minute order. This makes price changes easier and may raise rider costs, but helps pay for service and repairs.
The transit district cannot itself impose sales or special taxes. It can place such a tax measure on the ballot only with the concurrence of a majority of the member jurisdictions on its board. Beginning January 1, 2026, the district cannot submit these ballot measures under this rule. Voters decide any measure placed on the ballot before that date.
The transit district can ask voters to approve a retail transactions and use tax of up to 0.25% to fund transportation services. The board must pass the measure by a two-thirds vote, and voters must approve it. This 0.25% tax does not count toward the state’s 2% local cap. A 0.25% tax is 25 cents per $100 spent. If voters have not approved such a tax by January 1, 2035, this authority ends.
