Mute swans, sparrows, starlings may be taken anytime

The law allows you to take or possess English sparrows, starlings, and mute swans at any time. You must still follow general rules in Section 3000 and other limits in this law. If you take or possess a mute swan, the law asks you to report it to the Department of Fish and Wildlife. That report is voluntary and ends on January 1, 2031.

License rules for taking listed nongame birds

Landowners and lessees, or their agents with written permission in hand, do not need a hunting license or a depredation permit to take the listed nongame birds on their own land. Everyone else who takes a listed nongame bird must have a license under Section 3007.
