The law requires the state social services department to use utility outage data to speed help after disasters. It seeks automated mass replacement of SNAP grocery benefits, Disaster SNAP, and Summer EBT (also called SUN Bucks) when appropriate. This helps affected households get food benefits faster and with fewer delays.
By December 31, 2026, the state social services department reports to the Legislature on how to maximize federal food help during disasters and health emergencies. This reporting rule becomes inoperative on January 1, 2030. The Public Utilities Commission must give the department technical help, including support for this report.
Utilities must give the state social services department aggregated outage data when asked. It must cover outages of four hours or longer and arrive within seven days. Data is ZIP Code‑level only, with no personal information, and must include dates, hours, affected counties and ZIPs, total homes, and homes that lost power. Utilities must name a contact, and the department keeps in touch and shares federal rule changes. The utilities commission and local utility boards can set agreements to make this happen.
