The law defines special education as specially designed instruction at no cost to parents. It covers teaching in class, at home, in hospitals, other settings, and in physical education. Speech-language services, travel training, and vocational education count as special education when they are specially designed for the student. Transition services can be listed as special education or as a related service if needed to help the student benefit from special education. Schools must group students by their instructional needs when setting classes and services.
An IEP may include only deaf and hard-of-hearing services when that best meets the student’s needs. Schools can write an IEP that lists only those specialized supports.
