Any sharing of personal information under this law must follow state and federal privacy laws. This applies to counties, state agencies, and campus staff when they exchange student data. The rule protects student privacy when they seek services.
Counties must name at least one human services staff liaison for public colleges in the county. The liaison is a point of contact for academic counselors and other campus staff. They provide information on county human services programs that may be available to students. Counties must work with campuses, including basic needs directors or coordinators, to set engagement protocols. These protocols guide referrals and coordination between campuses and county services.
The Department of Social Services develops training for basic needs directors, campus basic needs staff, other designated campus staff, and eligibility workers. The training covers public social services, Local Programs that Increase Employability, and policy updates from Health Care Services and Social Services. It includes CalFresh student rules and college topics like financial aid, scholarships, dependent status, and eligibility criteria. Staff use this training to help students apply and stay enrolled in services.
The Department of Social Services can implement this law through all-county letters or similar instructions. The department does not need to use formal rulemaking under the Administrative Procedure Act. If the Commission on State Mandates finds state-mandated costs, local agencies and school districts receive reimbursement under Government Code Part 7. These steps speed rollout and help cover mandated local costs.
The Department of Social Services convenes a workgroup every three months. The group shares best practices, fixes problems, and flags statewide issues that affect students getting services. Members include at least 12 county liaisons (at least two from each CalSAWS region), at least four campus basic needs leaders, staff from CSU and CCC Chancellor’s offices and the UC President’s office if a representative is provided, and CSU Chico’s Center for Healthy Communities. Other stakeholders join as needed.
