Local homeless plans must aid families, survivors

Beginning January 1, 2024, any city, county, or continuum of care that gets state homelessness funds must update local plans. They must treat families (including women with children), people fleeing domestic violence, and unaccompanied women as vulnerable groups to serve. They must work with victim service providers to set local analyses and goals, use those providers’ aggregate data even if not in the main homeless data system, and include those providers in family homelessness responses. Plans must address the link between homelessness and justice involvement and list the number of beds victim service providers offer. Jurisdictions must send these analyses and goals to the Interagency Council on Homelessness, which posts them online.

Reimbursement for local mandate costs

If the Commission on State Mandates finds this law creates state‑mandated costs, the state reimburses local agencies and school districts. Reimbursement follows the normal mandate process in the Government Code.

State sets goals for women and survivors

The Interagency Council on Homelessness sets measurable goals to prevent and end homelessness for women with children, survivors of domestic violence and their children, and unaccompanied women. It defines outcomes and gathers data to track progress. Initial goals are in place by January 1, 2025, and the Council reviews them at least every two years. The goals aim to cut the number, length, and repeat episodes of homelessness and reduce barriers through cross‑system partnerships. When funding is available, the Council provides technical help to local programs and can coordinate with HUD.
