The law expands the State Emergency Food Bank Reserve Program. The Department of Social Services runs it when the state funds it. When a city, county, the state, or the federal government declares a disaster or emergency, the department may release money. Funds can buy and give out food, children’s diapers, and wipes in eligible communities that serve low‑income Californians. Food banks can be repaid for buying and distributing these items. Food banks in the program include TEFAP and CSFP providers in California, Feeding America members based in California, and members of the California Association of Food Banks.
