After a local emergency, once the state or your city or county says your lot is safe, they must act fast. They must approve or deny a complete permit within 10 business days for a temporary home. This covers state- or federally approved modular or prefabricated homes, or a detached unit that meets accessory dwelling rules. The unit is for use only until your damaged home is rebuilt or repaired.
These post‑disaster permit and website rules apply in every city, including charter cities. The state treats this as a statewide concern, so all cities must follow the same requirements.
When a city or county approves a rebuild or repair permit after a local emergency, the utility must keep you informed. After you request a service connection, the utility must send a written notice within 30 days. The notice explains the next steps to get service. No notice is required if the disaster makes a connection impossible.
Cities and counties must share post‑disaster permitting info online by March 31, 2028. The site must include a checklist of substandard building conditions. It must tell you that you can get a confidential third‑party code inspection from a licensed contractor. Places with over 30,000 people must also post a permit‑timelines dashboard. Agencies must update this info every four years.
