Ethnic studies course now required

Schools offer at least a one‑semester ethnic studies course starting in 2025–26. Students who graduate in 2029–30 and later must complete a separate one‑semester ethnic studies course. You can meet it through a state‑model course, an existing ethnic studies class, a course that includes ethnic studies and meets college A–G, or a local course the board approves in public meetings. Materials must be suitable for all students, including students with disabilities and English learners, and cannot promote bias or religious doctrine.

More paths to graduate high school

To graduate, students must complete core classes: English (3), math (2), science (2), social studies (3, including government and economics), one arts/world language/CTE course, and two PE courses unless exempt. American Sign Language counts as a world language. School boards must offer and publish alternative ways to earn credit, like work experience, CTE classes, independent study, interdisciplinary study, and college credit. A CTE course must follow state CTE standards, and schools that do not offer CTE do not have to start new programs. If a district lets CTE meet graduation rules, the board must give notice at a regular meeting and explain whether the CTE course meets CSU/UC admissions and how that differs from local graduation.

New personal finance class for high schoolers

Schools must offer a stand‑alone one‑semester personal finance course in all high schools starting in 2027–28. Students who graduate in 2030–31 and later must pass this stand‑alone course. The class must cover only the 13 personal finance topics listed in state law. Starting with the 2030–31 class, your district may let this course replace the one‑semester economics requirement. Districts can drop local course requirements to make room for the personal finance class.

State funding and timing rules

If the state finds these rules create state‑mandated costs, local districts can get reimbursed under existing law. Earlier 2021 changes only take effect when the Legislature provides funding. The law also repeals a 2025‑amended version of the graduation section it replaces.
