You cannot sell or transfer this license for more than the original fee you paid. You cannot transfer it to another county. You generally cannot move it to a different premises; the department may allow a move within the same neighborhood, or after fire or another act of God. You cannot exchange it for a public‑premises on‑sale license.
Beginning January 1, 2026, the department can issue up to 12 new restaurant on-sale general licenses each year in Los Angeles County, stopping after 40 total. Premises must be in the listed 2020 Census tracts; each of three tract groups can have no more than 20 active licenses. Applicants must run a bona fide public eating place, meet the same rules as a standard on-sale general license, and enter the department’s drawing. The department cannot issue one for a site until any existing on-sale license there is canceled; people with a current or recent (past 12 months) on-sale general license or interest for that same site are not eligible. These licenses have the same operating privileges; if one is canceled or revoked, the department may issue one new replacement; the department can set enforcement rules and use a “special use” label.
