The department funds glass recycling work each year. It provides $15 million for quality incentive payments for empty glass. It offers $4 million for glass processing incentive grants, $4 million for empty glass grants, and $1 million to help transport empty glass. Eligible collectors, processors, and partners can apply under state program rules.

Support for local recycling and cleanup

The state supports local recycling and cleanup. It spends $15 million each year on curbside and neighborhood dropoff programs. Up to $10.5 million a year goes to cities and counties: $5,000 for cities and $10,000 for counties, or more based on population. Jurisdictions must return a one‑page form within 90 days; funds can be withheld if they block supermarket siting. The state also provides $1.5 million a year in recycling and litter reduction grants and up to $5 million a year for a statewide education campaign. Before spending on the campaign, the department must convene an advisory committee with industry, container makers, environmental groups, recyclers, nonprofits, and retailers.

Rules for payments and shortfall cuts

The department keeps separate processing fee accounts by material and can use them year‑round to make processing payments. Each year it can also pay required handling fees from the fund. If money may run short, the department must notify budget and policy committees at once and, 80 to 180 days later, can cut or stop spending in listed areas. If funds are not enough to make required payments, all payments are reduced proportionally.

Glass bottle maker payments through 2030

The department pays market development money to glass bottle makers that buy recycled glass collected in California and use it to make new bottles in the state. The glass must be collected, washed, processed, and used in California. No payment can be more than $150 per ton. The department can spend up to $60 million a year until January 1, 2028. From January 1, 2028 to January 1, 2030, it can spend up to $20 million a year, but only if lawmakers specifically appropriate the money. This payment authority ends on January 1, 2030.

Grants for reclaimers and pilot projects

From fiscal year 2019–20 through 2025–26, the department can make market development payments to reclaimers and product manufacturers. It can also spend up to $5 million total on the pilot projects authorized in law during those years.
