By January 1, 2028, every city or county with 150,000+ people must offer one online portal for housing project applications on its website. For counties, the count uses only unincorporated areas. They may delay to January 1, 2030 only if, by January 1, 2028, their council or board makes a written finding that the 2028 deadline would require a substantial increase in permitting fees. They also must start a procurement process for the portal. The portal lets applicants track the status of their application. It does not have to show permits or inspections from other agencies or utility providers. This applies to all cities, including charter cities.
