If a school still lacks enough textbooks by the second month of the term, the county asks the state to buy the books. The state consults the district and announces the purchase publicly. The state treats the purchase as a loan to the district and can deduct repayment from the district’s next state payment if not repaid. If a facility poses an urgent health or safety risk, the county posts a public noncompliance report online and presents it at a meeting. The report stays up until the county verifies repairs. Districts have 30 days to show repairs, or a timely plan for major projects.
The county sets a list of schools to check each year. The 2021–22 list stays in place through 2023–24. A new list starts in 2024–25 and is reset every three fiscal years. The list must include schools flagged for low performance under federal rules and any school where 15% or more teachers hold permits or other lesser credentials. Alternative schools and DASS schools are not included. Counties visit at least once a year, and at least 25% of visits are unannounced and limited to facilities and materials checks. Inspectors focus on enough textbooks and materials, urgent health or safety risks, and whether the school’s report card data is accurate. Starting 2022–23, priority schools are reviewed by week four. For schools on the 2024–25 list, textbook reviews finish by week eight, with earlier checks in the first four weeks if there are complaints. In counties with 200+ identified schools, written surveys can be used, but every surveyed school must still get a visit that same year.
This law takes effect right away so inspections start on time in 2025–26. If the state’s Commission on State Mandates finds these duties create state-mandated costs, local agencies and school districts can be reimbursed under state rules.
The county uses a standard report for each listed school. It must state if textbooks, facilities, or teacher assignments are a problem. Each quarter, the county tells the local school board what visits happened and the results, or that no visits occurred.
Alpine, Amador, Del Norte, Mariposa, Plumas, and Sierra Counties, and San Francisco, must contract with another county office or an independent auditor to do required visits and reports. This keeps inspections on track but may raise county costs.
