GO-Biz must create and prioritize an industry strategy for quantum technology. The office must engage key local stakeholders in regions that named quantum as a priority. The finished strategy must be sent to the Legislature by July 1, 2026. This gives the quantum sector a clear plan and timeline for action.
The Governor’s Office of Business and Economic Development (GO-Biz) must make industry strategies for the sectors in the California Jobs First Blueprint. Each plan builds on California’s tech, research, and workforce strengths. The plans must prioritize access to tax incentives, grants, loans, and workforce training. Every plan must include an overview, key risks, priority projects and public–private partners, policy and rule analysis, expected results, and a public web page. This sets clear roadmaps to help businesses invest and hire in those sectors.
