Costly license for vehicle service providers

If you issue vehicle service contracts and are not the seller, you must hold a vehicle service contract provider license. The initial fee is $4,939 and renewal is $847. You are exempt from a qualifying exam and continuing education. A service contract administrator must be licensed as a property broker-agent and a casualty broker-agent. You face the same disciplinary rules as property and casualty broker-agents unless the law says otherwise.

New filing and exam rules for insurance agencies

When your licensed insurance organization adds, removes, or changes named staff who sell insurance, you must file the change using the commissioner’s approved electronic service. Any new person who is required to pass a qualifying exam must take and pass it. This applies to life, property, casualty, personal lines, and limited lines automobile licenses.

Stricter exam and fees for auto agents

Applicants and renewing limited lines automobile agents must pass a qualifying exam that covers the Insurance Code, ethics, and the products sold. The insurance commissioner sets fees for applications, renewals, changes, and other filings at the same levels used for personal lines licenses. Fees for appointment and termination notices match Section 1751.3.

Continuing education and 24-hour care rules

If you hold a life or accident and health or sickness license, you must complete 24 hours of continuing education before each renewal. Three hours must be ethics, and beginning March 1, 2023, one hour must cover insurance fraud. Life agents and accident and health agents may sell 24-hour care coverage if they meet the required training. To sell it, accident and health agents must finish an approved course on workers’ compensation and employer liability and pass a proctored exam. Those hours match the property/casualty standard and, for residents, count toward continuing education.

Cargo shipper license: no exam, small fee

If you apply for a limited cargo shipper’s agent license, you do not need to pass a qualifying exam or complete continuing education. The application fee is $29 for each year, or part of a year, in the license term.

New rules and fees for insurance education

License applicants for property, casualty, life, accident and health or sickness, personal lines, or limited lines auto must complete a 12-hour ethics and Insurance Code course, including 1 hour on insurance fraud. One 12-hour course covers multiple listed licenses, and nonresident licensees must also take it. Prelicensing certificates expire 3 years after you finish the course. A curriculum board sets approved courses and standards; up to 25% of renewal can be business management, and sales, motivational, and product training are banned from ethics and CE. For nonclassroom courses, providers must verify the right student, track time and attendance, and enable student interaction. The commissioner can rescind course approvals after a hearing held 30–60 days after notice, impose fines up to Section 1748 limits, and no credit counts after rescission. The commissioner may also set small penalties for late rosters and other minor issues, not above fees in Section 1751.1. Fees are $75 to certify a 12-hour ethics course or CE provider (24 months), $37 to renew a 12-hour ethics course (24 months), $37 to certify a CE course (24 months), and $14 to renew a CE course (24 months).
