Farm grants for healthy soils

The Department of Food and Agriculture runs a Healthy Soils Program. It offers loans, grants, research, and technical help for farm and ranch practices that cut greenhouse gases over the long term. If the Department funds on‑farm demos, a technical advisory committee reviews applications to ensure they are sound and likely to deliver climate benefits. The Department measures climate results using methods set by the State Air Resources Board and state law.

More hands-on help for small farms

At least 5% and no more than 20% of program funds go to technical help. Providers use these funds to help with applications and projects, offer planning and training, and supply shared, centrally housed equipment. Help is prioritized for farms and ranches of 500 acres or fewer. At least 25% of technical help funds must serve socially disadvantaged farmers and ranchers.

New sustainable farming support program

The Department establishes a Sustainable Agriculture Program. It provides research, technical help, and incentive grants to support climate‑resilient practices that also help air, water, and biodiversity. The Department collects and shares science on these practices with other governments. It does this work as funds and staff are available.

New science panel guides farm programs

The law creates an 11‑member Scientific Advisory Panel on Resilient and Sustainable Agriculture. It advises on research, incentive, and technical help programs and can form ad hoc committees. The State Air Resources Board consults the panel and the Secretary when making methods to measure on‑farm greenhouse gas cuts. The law also defines key terms so agencies apply the rules the same way.

Grant caps and admin costs for providers

Awards to technical assistance providers are capped at $250,000 per solicitation for each program served. Providers that mostly serve socially disadvantaged farmers and ranchers get priority for translation and outreach costs. The Department may take reasonable administrative costs from program funds for outreach, grant management, verification, training, and evaluation.
