New state hub to fight cyberattacks

The law creates the California Cybersecurity Integration Center as the state’s hub for cyber defense. It brings together state agencies, schools, utilities, and federal partners and shares threat warnings. It assesses risks, sets a statewide cybersecurity strategy, and spreads best practices. It also runs a Cyber Incident Response Team to detect and help respond to attacks.

AI security playbook and vendor reporting

Beginning January 1, 2027, the state creates an AI Cybersecurity Collaboration Playbook. It follows federal standards and industry best practices. Contractors and vendors that provide AI services to named state entities must report known threats and vulnerabilities tied to those services. The playbook can also include optional ways for other partners to share information. The goal is to improve coordination and defenses against AI-enabled threats.

Stronger privacy for cyber threat data

The cybersecurity center must protect privacy, civil liberties, and business secrets when sharing cyber information. The Office of Emergency Services does not release records that are privileged, copyrighted, exempt, or where nondisclosure serves the public interest. Cyber threat indicators and defensive measures shared under the AI playbook are confidential. Only approved state employees and contractors can get them, and they must follow the playbook’s security rules.
