The law creates the California Workplace Outreach Program in the Department of Industrial Relations, which runs only when funded and focuses on low-wage, high-risk, and high-violation industries. The department runs a competitive process to choose qualified nonprofits with in-person outreach experience; selected groups may need training. Together they develop and translate worker-rights materials on wages, overtime, paid leave, safety, retaliation, and discrimination, and the department can require changes and final approval. When content involves Fair Employment and Housing Act rights, the department works with the Civil Rights Department. They meet at least twice a year and share enforcement-related information within privacy laws.
The law ends the Workplace Outreach Program on January 1, 2031. All program authorities, duties, and grants stop that day unless the state reauthorizes it.
