Tougher DUI license revocations and enforcement

Beginning January 1, 2026, certain DUI convictions revoke your license for four or five years. You cannot reinstate until you show proof of insurance and finish a new, approved DUI program. If your program reports noncompliance, DMV ends any restriction and keeps the suspension for the rest of the period, until you meet all rules. If you held a commercial license and drove a commercial vehicle, you are not eligible for a restricted license. An older suspension section ends on January 1, 2026, as these new rules take effect.

Penalties for street racing and sideshows

If convicted of a speed contest, you must do 40 hours of community service. If the car is registered to you, police can impound it 1 to 30 days at your expense. Starting January 1, 2029, courts can suspend licenses 90 days to six months for exhibition of speed. That suspension applies only if the event was a “sideshow” that blocked traffic for stunts. You must show proof of insurance before reinstatement.

Costs to join DMV partner program

Starting July 1, 2025, DMV charges private partners $1 per covered transaction to fund system upgrades. The fee ends when enough is raised or on December 31, 2028; DMV will post notice. To qualify, firms must apply, pay the fee, submit fingerprints and personal histories, and post a bond.

DUI restricted license after 12 months

After 12 months of revocation, you may apply for a restricted license if you meet set steps. You must complete the first 12 months of your DUI program started after the violation and keep attending. You must install and maintain an ignition interlock device, file the installation form, and show proof of insurance. After sentencing, you can ask the court to refer you to an 18‑ or, if available, 30‑month licensed program. You must pay DMV reissue and restriction fees and a referral processing fee; completion needs a signed certificate.

Join marrow donor registry via DMV

Online license and ID applications ask if you want to join the National Marrow Donor Program. If you say yes, DMV sends your name, address, birthday, phone, and email to the registry each week. DMV signs an agreement on messages and dates and posts the enrollment form online.

DMV online transaction fees and caps

The DMV charges $3 per covered online transaction, adjusted each January 1 for inflation. Private partners may pass it on, but your total charge cannot exceed the director’s cap. The director sets and updates that cap for customer charges. The DMV may exempt some transactions, and all fees go to the Motor Vehicle Account.

Private DMV partners and oversight rules

DMV can contract with qualified private companies to offer online registration, title, sale reporting, and plate services. The DMV must adopt oversight rules, require records, allow reviews, and protect confidential data. By October 1 each year, DMV sends lawmakers a report listing partners, volumes, money, fraud, and recommendations.

Driver licensing section changes in 2029

One driver licensing section ends on January 1, 2029. A new version starts the same day. This sets a 2029 switch in the licensing rules.

Temporary Olympic traffic lanes and funding

DOT and cities can reserve lanes for the Olympic and Paralympic route network through dates DOT sets. Vehicles with a games decal may use those lanes regardless of riders; emergency vehicles still allowed. DOT and CHP must approve decal design with a serial number; these rules end January 1, 2029. The state provides $1,000 now and can add up to $20 million, after notice, for 2028 games projects.

Finance can shift Caltrans support funds

The Finance Department can move money into or out of Caltrans’ capital outlay support program if totals net to zero. It must wait at least 30 days after notifying key budget committee chairs.
