The law provides a phone device and a single-party line at no extra charge for certified deaf or hard-of-hearing people. It also provides access to a speech-generating device at no extra charge when a speech-language pathologist recommends it. The commission sets up a relay service so a trained operator connects deaf or hard-of-hearing callers with hearing people. Certified disabled subscribers can also get specialized phone equipment at no extra charge.
The commission chooses which statewide organizations for the deaf or hard of hearing get equipment and which offices have it. It can order phone companies to follow these placement and service rules. The commission keeps checking access needs and can add new services or devices as technology advances.
For devices labeled durable medical equipment, you must first use any public or private insurance. You may have to share your insurance, deductible, copay, and benefit cap details. The program pays last and will not pay more than the Medi-Cal rate for a covered device. The law does not require training on how to use a speech-generating device.
The commission adds a surcharge on phone bills to fund these services. Your bill must show the program line item. The surcharge runs through December 31, 2034, and total statewide collections cannot exceed $100 million a year. Money goes to a special fund and is spent only by annual legislative appropriation. Charges must roughly match the value subscribers and companies receive from universal service.
