Faster CalFresh access after release

The department must seek federal waivers by January 1, 2026 for CalFresh preenrollment before release. It may delay some verification for up to five months for people leaving custody. Counties with the Justice‑Involved Initiative can preenroll people in partnership with state prisons and jails. A reentry workgroup starts by February 1, 2028. It reports by August 31, 2029 and yearly through 2032.

New complaint and hearing rights for housing help

If your county housing help is cut, you can file a complaint and ask for a state hearing within 30 days. A neutral decisionmaker handles your complaint. Meetings must be offered in person, by phone, or online. If you ask, the county meets within 30 days and decides within 15 working days after. You keep services and payments from your last housing plan while the dispute is pending, under state rules. Counties can only collect overpaid cash, not services, and must waive if collection is an exceptional burden. You receive a written housing plan with start and end dates, and updates before any cut. Counties must post policies and run a local complaint process. You get a standard notice at enrollment and when services stop.

Simpler CalWORKs start and reporting

Starting July 1, 2026, counties give a combined orientation and simplified appraisal for CalWORKs. The appraisal covers housing, health, criminal history, skills, education, and needed supports. If missing, the county sets an appointment within 45 days and finishes a plan within 90 days. Counties must offer learning disability screening during orientation. When automation and federal law allow, you get a prefilled semiannual report by mail or electronically.

Caps on out-of-state AAP payments

For out‑of‑state residential treatment, AAP pays the lower of California Tier 3+ or the other state’s rate. Payments last up to 12 months, plus 60 days for transition. The public agency must designate the placement and licensing rules must be met. This rule takes effect July 1, 2027, or later if automation is needed.

CalFresh error fixes and $3.2M for tech

Through October 1, 2027, the department uses emergency rules and all‑county letters to cut CalFresh payment errors. It starts stakeholder talks in September 2025 and sends quarterly updates from November 2025 to November 2027. The law provides $3.2 million to improve CalFresh automation and support federal implementation. New checks may mean more documents for some households.

Limits and timing for housing appeals

You do not get a state hearing when a program closes or funds run out and required notices were given. If funding ends while your case is pending, it is dismissed. These complaint and hearing steps are your only administrative path. The department can use all‑county letters instead of formal regulations. The department issues guidance within 18 months, and counties implement within six months. Hearing and assistance‑pending rights start after the department notifies the Legislature. If no separate funding is provided, at least $951,000 covers year‑one administration. In later years, admin use is capped at 1% of combined program appropriations.
