California program to support local news

The law creates the California Civic Media Program at GO‑Biz to support news, especially for underserved communities. GO‑Biz sets up a nine‑member advisory board with members from major media groups and two at‑large seats. Civic Media Fund with $10 million

The law creates the California Civic Media Fund in the State Treasury, run by GO‑Biz. It can hold state money and private donations, and public money is tracked separately. The fund gets an initial $10 million from the General Fund. Money in the fund stays available for the program’s purposes.

Spending caps for Civic Media Fund

Administrative costs from the fund are capped at 7.5%. Each fiscal year, public grant spending cannot exceed total private‑source spending that year, including money disbursed by a donor’s third‑party administrator. This can limit public grants when private donations are low.
