The state pays counties for actual and reasonably necessary costs to run the November 4, 2025 statewide special election. The Director of Finance decides what costs qualify, and the Controller sends money on the Director’s schedule. Any extra county funds must lower state costs for that county’s next statewide election. Counties must report their final total cost to the Secretary of State by the date and in the format the Secretary sets. The law also funds the Secretary of State’s own necessary costs for that election. By April 1, 2026, the Secretary of State must report final costs by county, cost categories, and any remaining funds. The law provides a one-time $100,000 in 2025–26 for the Secretary to prepare this final-cost report.
For local elections called on or before August 8, 2025 and held on November 4, 2025, results cannot be certified before the 28th day after the election. Those local elections must also follow the same rules in Chapter 97, Section 3(f), (g), and (h) that apply to the statewide special election. Santa Clara County may, by resolution, set other reasonable deadlines for certain election duties for elections after November 4 and before December 31, 2025, as long as they match the core rule in Section 3(f)(1).
