Renewable energy projects get priority help

The zone prioritizes renewable energy businesses and workers. Those who operate in or serve the zone get priority access to tax incentives, grants, loans, training, and private investment.

If a city leaves the zone

A city or the county can leave the zone by passing a resolution that sets a final date within 60 days. After it leaves, new zone benefits stop in that area. Benefits already awarded before the resolution keep the same terms.

Public job and training scorecard

The board forms an executive committee by January 1, 2026. It sets metrics on jobs gained and lost, average wages, grants, training, and capital investment. Starting July 1, 2026, the zone posts the report online and, each year by January 1, sends the Legislature a notice.

Green Empowerment Zone launches in Contra Costa

The law creates a Green Empowerment Zone on the Northern Waterfront of Contra Costa County. It starts with listed cities and county areas north of Highway 4. A city or the county joins by passing a resolution. The board can vote to add more jurisdictions over time.

Who runs the zone board

The law sets who sits on the zone’s board. Each participating city and the county get one seat. Large energy or manufacturing employers, state and regional agencies, and small‑business and economic‑development leaders also serve. The law also defines the Board and the zone for this chapter.

Starts now, runs through 2040

This urgency law takes effect right away. The zone’s authority stays in place until January 1, 2040, when it ends unless renewed.
