Earlier meetings on housing targets

The department meets with each council well before housing‑element updates. For the 4th to 6th updates, it meets at least 26 months before. For the 7th update, meetings are at least 26 months for councils like Humboldt County Association of Governments and Lake Area Planning Council, 34 months for San Luis Obispo and Sacramento Area councils, and 38 months for all others. For the 8th and later updates, it meets at least 38 months before.

New data rules for housing need

The housing department works with each region’s council to set current and future housing need, starting with the fourth cycle. It uses state and regional population forecasts; if the totals are within 1.5%, the council’s forecast is the basis. Councils must give the data behind their forecasts: household growth and size, overcrowding (more than one person per room), headship by group, and vacancy rates. A healthy rental vacancy rate is no less than 5 percent. Councils also report jobs‑housing and cost‑burden data, units lost in Governor‑declared disasters not yet rebuilt, and homelessness needs using the department’s approved methods. After consulting, the department can accept, reject, or change these inputs and must issue written methods. It can adjust using total projected households. The final number must balance jobs and homes, using job projections from the regional transportation plan.

Objections and final housing numbers

A regional council can object within 30 days after notice. It must show either the wrong population forecast was used (and name the preferred one) or the method was applied unreasonably. The objection must include an alternate number and documents. The department has 45 days to consider and issue a final written housing need with an explanation. In regions where the department distributes the need, cities and counties cannot file objections. Laws passed after the final decision cannot be used to change it.
