Safety tests before old pipelines restart

Any onshore oil pipeline six inches or larger that sat idle five years or more must pass a spike hydrostatic test before restart. The spike is at least 139% of the maximum operating pressure and no more than 80% of the pipe’s specified minimum yield strength; an operator may use a reduced maximum pressure to set the test. The spike lasts no more than 15 minutes and is followed right away by a hydrostatic test held at least eight hours; tests are done in segments by a qualified tester, and unknown strength must be set under federal rule 49 CFR 195.106(b). The State Fire Marshal sets rules and posts test parameters and results at least 30 days after each test, subject to confidentiality.

Stronger oil spill plans and guarantees

The Office of Spill Prevention and Response sets minimum standards for oil spill plans and opens them for public comment. Rules cover what gear is required, how fast it must arrive, limits on dispersants, and booming for lightering when needed. Companies may use one consolidated plan for similar vessels, pipelines, terminals, and facilities. For nontank vessels, the worst‑case spill equals the size of the largest fuel tank. Vessels and facilities that could affect state waters must hold a certificate of financial responsibility; terminals must verify it before transfers, and vessel‑to‑vessel transfers must be covered for both vessels and all oil. The state posts certificate applications online within seven business days, showing the applicant, facility, worst‑case volume, coverage amount, and proof type. Starting January 15, 2027, and at least every 10 years, the state reviews and may update worst‑case spill formulas and financial‑responsibility rules through public rulemaking.
